I got this docklet "working" by copying the sysstats folder inside the docklets folder in the zip file to the ...\Program Files\Rocket Dock\Docklets folder and copying these 3 files: Hook.dll, Sys Stats and avedesk_to the Rocket Dock top level folder (...\Program Files\Rocket Dock).

The thing is, the problem persists even in a guest login, so i doubt it is a per user login issue.
