Sometimes I can remove the mailbox and re-add it and it starts working but not always. I have attempted to put Outlook 2013 in cached mode and without and still no change.
To change how frequently Outlook does automatic send and receives, you need to edit the Send and Receive settings.
The easiest way to open the Send and Receive dialog is using the keyboard shortcut: Ctrl Alt S.
Before emptying the cache, you may want to back up your Outlook information that is stored only locally on your computer.

When I start Outlook 2016, it does not automatically perform send/ receive operation to download my emails from the server.
Can anyone tell me how can I resolve Outlook not updating automatically problem?
This is only effecting 1 user out of 5 and the other 4 aren't having any issues and all 5 machines are configured the same.

Send immediately when connected is in Tools, Options, Mail Setup tab in Outlook 2007 and older.
In Outlook 20, Send Immediately when connected is about halfway down the File, Options, Advanced page.
The new contents such as emails, contacts, calendar items, tasks, notes and others are not updated and not downloaded even though user manually select “update folder” in order to pull the new data.
